I view it as dangerous and foreboding. Illustration completed entirely in Photoshop 7 for the Mac.

Love the perspective you took -- looking up out of the water. Very realistic.
BTW, good luck with the project in NO. Very important and very rewarding when you see the peoples reactions after they are done. Will you be posting any before/after jobs?
